2. Roll Call/Call to Order Regular Town Council Immediately Following Council Workshop. 
3. Public Comments: Persons may address the Town Council on any issue. This is the appropriate time for citizens to address the Council on any concern whether on this agenda or not.  In accordance with the State of Texas Open Meeting Act, the council may not comment or deliberate such statements during this period, except as authorized by Section 551.072, Texas Government Code.
4. Consent Agenda: All matters listed under the Consent Agenda are considered to be routine by the Town Council and require little or no deliberation. There will not be a separate discussion of these items and the agenda will be enacted by one vote. If the Council expresses a desire to discuss a matter listed, that item will be removed from the consent agenda and considered separately:

Public Hearing   on and regarding the need to continue Ordinance No. 1343 of the Town regarding Juvenile Curfew and matters in connection therewith, or in lieu of continuing such ordinance the enactment of a new juvenile curfew Ordinance. All interested citizens are welcome to attend the hearing and participate in same. E. Discussion and Action to adopt Ordinance No. 1507  an Ordinance of the Town of Little Elm Texas, establishing a Juvenile Curfew within the incorporated Town Limits of the Town of Little Elm, Denton County, Texas from 11:00 p.m. on any Sunday, Monday, Tuesday, Wednesday, or Thursday until 6:00 a.m. of the following day, from 12:01 a.m. until 6:00 a.m. on any Saturday or Sunday, and 9:00 a.m. until 2:30 p.m. on any Monday, Tuesday, Wednesday, Thursday or Friday; providing definitions; providing that is an offense for minor to remain in a Public Place or on the premises of an establishment during curfew hours, providing that a parent or guardian commits an offense for knowingly permitting or by insufficient control allowing a minor to remain in a Public Place or on the premises of an establishment during curfew hours; providing defenses; providing provisions regarding the enforcement of this Ordinance; providing a penalty not to exceed the sum of five hundred dollars ($500.00) for each offense; and a separate offense is deemed committed each day or part thereof during which a violation occurs; providing an expiration date of this Ordinances unless the same is extended or earlier terminated; a public hearing; providing a saving clause except that Ordinance No. 1343 of the Town is repealed hereby; providing a severability clause; providing an effective date.

Public Hearing   to consider and make a recommendation on a request to amend the Main Marketplace Planned Development (Planned Development Ordinance No. 1292) on approximately 17.576 acres of land, generally located at the northwest corner of FM 423 and King Road, within Little Elm’s town limits. All interested citizens are welcome to attend the hearing and participate in same. E. Discussion and Action to adopt Ordinance No. 1509  an Ordinance of the Town of Little Elm, Texas, amending the Comprehensive Zoning Ordinance of the Town of Little Elm, Texas,  herefore amended, by amending the Planned Development-Light Commercial (PD-LC Ordinance No. 1292) on approximately 17.58 acres of land to update and reorganize the subject PD language and exhibits along with creating stipulations for proposed signage,  generally located at the northwest corner of FM 423 and King Road; correcting the official zoning map; providing a savings clause;   providing a severability clause; providing a penalty; and providing an effective date. 7. Reports and requests for Town Council consideration and appropriate action: 
A. Discussion and Action to adopt Ordinance No. 1508 an Ordinance authorizing the issuance of “TOWN OF LITTLE ELM, TEXAS COMBINATION TAX AND LIMITED PLEDGE REVENUE CERTIFICATES OF OBLIGATION, SERIES 2019”; providing for the payment of said certificates of obligation by the levy of ad valorem tax upon all taxable property within the Town and a limited pledge of the net revenues derived from the operation of the Town’s Waterworks and Sewer System; providing the terms and conditions of such certificates and resolving other matters incident and relating to the issuance, payment, security, sale and delivery of said certificates; including the approval and execution of a Paying Agent/Registrar Agreement; the approval and distribution of a Preliminary Official Statement and Official Statement; and providing an effective date.  (Chief Financial Officer Karla Stovall)

8. Council will convene in Executive Session  pursuant to Texas Government Code:

Section 551.071 for private consultation with the Town Attorney to seek legal advice with respect to pending and contemplated litigation and including all matters on this agenda to which the Town Attorney has a duty under the Texas Rules of Discipline and Professional conduct regarding confidential communication with the Town Council.
B. Section 551.072 to discuss certain matters regarding real property.
C. Section 551.076 to discuss security matters.
D. Section 551.087 to discuss Economic Development. 
9. Reconvene into Open Session: Discussion and consideration to take any action necessary as the result of the Executive Session.
